Mobile Trust Boundary for Perk

Perk knows that a trip exists. This service turns that trip state into a signed, expiring authority signal that a customer's security systems can enforce.

Input: a Perk trip.created/updated event, verified by signature. Output: a short-lived assertion carrying a pseudonymous traveler reference, trip state, policy class, and assurance level. No itinerary, coordinates, or booking references are retained.
